Auf dem gesamten Globus beginnt die Menschheit verrückt zu spielen, eine Massenpanik bricht aus. Inspektor Gadget findet im Auftrag einer internationalen Friedensorganisation heraus, dass ein spezielles Gas für die turbulenten Umstände verantwortlich zeichnet: das so genannte Verrücktheitsgas. Jetzt liegt es am tollpatschigen Sicherheitsbeamten, allen Produktionshallen des gefährlichen Luftgemischs den Kampf anzusagen. Zusammen mit seiner entzückenden Begleiterin Penny und den Gadgetinis, zwei nach seinem Ebenbild erschaffene Roboter, muss er erkennen: Doktor Kralle steckt hinter dem Tohuwabohu!
